Emily Williams



Emily has extensive experience in planning and related public, highways, infrastructure and compulsory purchase law and deals with a wide range of non-contentious and contentious planning work.

This includes: planning obligations, applications for permission for judicial review and statutory challenges, planning appeals, minerals and waste, renewable energy schemes and related advice.

She advises a wide range of commercial clients dealing with planning applications and planning inquiries, instructing Counsel and expert witnesses taking a strategic advisory and project management role for clients in connection with high profile and often controversial proposals.

Recent highlights:

  • Advising Ainscough Strategic Land in connection with planning agreements in support of residential development.
  • Acting for Peel Energy resisting a claim under section 288 of the Town and Country Planning Act 1990 against the decision of the Secretary of State for Communities and Local Government to grant planning permission for a biomass renewable energy plant.
  • Fox Land & Property Ltd v (1) Secretary of State for Communities and Local Government (2) Castle Point Borough Council [2014] EWHC 15 (Admin) – acting for the developer seeking to quash a decision of the Secretary of State to reject his Inspector’s recommendation that planning permission should be granted for residential development.
  • ITV: provided planning advice in connection with the disposal of ITV’s Granada and Coronation Street site in Manchester for redevelopment by a joint venture involving Allied London and Manchester City Council.
  • Acting for Telereal Trillium in respect of planning agreements for redevelopment of sites across the UK.
  • Acting for strategic land companies in connection with various sites and challenges to development plan documents under s113 of the Planning and Compulsory Purchase Act 2004.
