North Devon maternity suspension shows why staffing is a serious patient safety issue

Local maternity services are vital for safe healthcare says expert lawyer

The temporary suspension of births at North Devon District Hospital from 11 August is understandably causing anxiety for local families.

Health service bosses have been accused of "a catastrophic failure of senior management" by the leader of Devon County Council after birthing services were suspended a hospital.

The Trust has said the decision was taken because of unsafe medical staffing levels, with births and face-to-face triage temporarily suspended while other maternity services continue locally.

Although this is being described as a temporary, safety-led measure, it highlights a wider issue I regularly see in maternity and many other claims: staffing pressures are not simply operational difficulties. In maternity care, they can quickly become patient safety risks.

This is not a small service. North Devon District Hospital supports around 1,100 births each year, making the temporary suspension particularly significant for local families.

Maternity services rely on swift access to appropriately skilled clinicians. When medical cover is stretched, delays in decision-making, escalation or specialist input can have serious consequences for mothers and babies.

The concern in North Devon is also one of access. Some families in North Devon may now face journeys of up to 90 minutes to two hours to reach alternative maternity units including to Exeter or Taunton. For those with high-risk pregnancies, emergencies or limited support, that adds practical and emotional pressure.

Poor maternity outcomes often involve a combination of understaffing, poor communication, delayed escalation, inadequate monitoring or a lack of senior review. That is why transparency is essential when services change at short notice.

Local maternity services are a vital part of safe and accessible healthcare. Maternity staffing is a core patient safety issue. Safe care should not rely on distance, postcode or whether a unit has enough staff on a particular day. Fewer staff leads to more pressure and mistakes which can have devastating consequences.

The issues in North Devon are not unique. Recent maternity safety reviews, such as the Ockenden report, have repeatedly highlighted staffing pressures as a key patient safety concern, reinforcing the importance of ensuring services have the workforce and senior clinical support needed to provide safe care.
