"V" was born in February 1989. She is now 19. "V" had 4 older siblings who were sexually abused and removed from their home in July 1989 just after “V” was born. Concerns about “V’s” family predated her birth but she was not removed until the end of January 2001. From birth to January 2001 "V" suffered physical and emotional abuse, neglect, serious sexual abuse including rape and delayed development. Liability is admitted in the case. "V" also suffered intra familial abuse and was the victim of a paedophile ring. The civil claim for damages is ongoing and “V’s” litigation friend is the Official Solicitor.
"V" is learning disabled and was placed with a foster carer in February 2001. "V" has extremely settled in her placement and has made some significant progress whilst there. When she first arrived, "V" did not know how to use cutlery, she was not independent in her self care and her behaviour was sexualised.
The local authority have indicated that "V" may have to go into residential care because they may no longer be able to support her placement. "V’s" carer is very concerned about future arrangements as "V" is unable to live independently. A referral has been made to IM’s Public Law Team to assist in the very real concerns of the foster carer in relation to "V’s" accommodation and care.
