Disability discrimination is one of those areas in employment law that is changing very quickly at the moment. Government proposals published on 27 February 2004, is one case in point. A new clause in the draft Disability Discrimination Bill extends the power of the current legislation to cover people acting on behalf of an employer. This new clause has been drafted to protect councilors working on behalf of councils (but not employed by them) from disability discrimination and affects the council’s own working environment as well as any form of disability discrimination that the council can prevent.

Other draft measures against disability discrimination include positive promotion of equal opportunities for disabled people within public bodies and the new legislation to deal with disability discrimination from landlords or rental properties.
